Abstract

Przegląd stanu broni nuklearnej Nuclear Posture Review jest najważniejszym dokumentem prezentującym doktrynę nuklearną Stanów Zjednoczonych oraz plany w zakresie rozwoju arsenału nuklearnego. Dokument opublikowany na początku 2018 roku stanowi odbicie stanu bezpieczeństwa międzynarodowego obecnych czasów. Przynosi perspektywę powrotu rywalizacji wielkich mocarstw, poświęcając wiele uwagi wyzwaniu ze strony broni nuklearnej Federacji Rosyjskiej. Zwraca uwagę na rosyjski potencjał w zakresie taktycznej broni nuklearnej, domniemane łamanie traktatu INF oraz doktrynę nuklearnej deeskalacji. Pentagon postuluje więc rozwój broni nuklearnej małej mocy, by odstraszanie uczynić bardziej elastycznym i lepiej dostosowanym do groźby użycia i ewentualnego użycia broni nuklearnej w sposób ograniczony. Równocześnie jednak Nuclear Posture Review prezentuje wizję forsownego, nienotowanego od zakończania zimnej wojny, rozwoju strategicznego arsenału Stanów Zjednoczonych. Amerykanie nie zamierzają zadowolić się w tym zakresie statusem równorzędnym z Rosją, ale pragną zostać jedynym niekwestionowanym liderem.

Nuclear Posture Review is the most important document presenting the nuclear doctrine of the United States and roadmap of the American nuclear arsenal development. The 2018 edition of the Review is a reflection of contemporary security environment. It brings the view of return of the great powers competition, so much attention is drawn to challenge posed by Russian nuclear weapons. Nuclear Posture Review focuses on Russian tactical nuclear weapons, breaking the INF-Treaty and nuclear de-escalation doctrine. Pentagon plans to develop low-yield nuclear weapons as a means of more flexible deterrence, adjusted to threat and hypothetical limited use of nuclear weapons, to a greater extent. However, the document also announces the tremendous development of strategic nuclear weapons, in a way unparalleled in the post-cold war era. The Americans will not be content with status equivalent to Russia, but desire to be the undisputed leader.
