Abstract
W rozdziale pt. „Parlamenty narodowe jako podmioty integracji europejskiej z perspektywy reformowania Unii Europejskiej” prezentuje ona rekomendacje dotyczące zakresu oddziaływania parlamentów narodowych jako podmiotów integracji europejskiej z perspektywy reformowania Unii Europejskiej po Traktacie z Lizbony. Została dokonana ocena możliwości wynikających z nowych zmodyfikowanych regulacji traktatowych przyznających parlamentom państw członkowskich UE instrumenty bezpośredniego kształtowania i kontroli przyjmowanych decyzji i tworzonych polityk w ramach Unii Europejskiej (UE). Ze względu na ramy analizy, wnioskowanie ograniczono do dwóch obszarów: wykorzystania dialogu politycznego oraz mechanizmu wczesnego ostrzegania (tzw. żółta lub pomarańczowa kartka). Zbadany został zakres wykonywanych uprawnień, na ile opinie parlamentów mogą obejmować dokumenty wyznaczające nowe kierunki w politykach UE czy wręcz potrzebę reformowania UE. Główne pytania badawcze dotyczą skali aktywności, powszechności, a także jakości i efektów stosowania dostępnych instrumentów wpływu, w tym mechanizmu wczesnego ostrzegania, przez parlamenty narodowe. Czy badane podmioty potrafią wykorzystać możliwości wynikające z nowych rozwiązań proceduralnych dla wzmocnienia swojej pozycji i zakresu wpływu na tworzone prawo i kształtowane polityki UE.The opening chapter of this publication is Marta Witkowska’s chapter entitled “National Parliaments as actors of European integration from the perspective of reforming of the European Union”. It includes recommendations on the extent to which national parliaments act as actors of European integration from the perspective of reforming of the European Union after the Treaty of Lisbon. There was made an assessment of the possibilities resulting from the new modified treaty’s regulations, which grants parliaments of the EU Member States the instruments for direct shaping and monitoring of adopted decisions and policies within the European Union (EU). Due to the framework of the analysis, the outcomes were limited to two areas: the use of political dialogue and the early warning mechanism (called “yellow” or “orange card”). The scope of rights has been examined, insofar as the opinions of parliaments may include documents designating new directions in the EU policies or even the need to reform the EU. The main research questions concern the scale of activity, universality, and the quality and effects of the use of the available influence instruments, including the early warning mechanism, by national parliaments. Can the analized entities take advantage of the opportunities arising from the new procedural solutions to strengthen their position and influence on the law and shaping of the EU policies?
